Tesla begins an even more limited version of early Robot service in San Francisco this weekend, According to Business InsiderAfter the start of the initial development last month in Austin, Texas.

The company plans to send invitations to Tesla owners to try the service, according to the report.

Depending on how Tesla progresses, his actions could violate state regulations – and even if there is a security guide sitting behind the wheel while his vehicles operate autonomously.

Two government agencies regulate the aspects of autonomous vehicles in California. The California Motor Vehicle Division regulates the test and development of autonomous vehicles and requires licenses for all three stages: driver test, driver -free tests and driver growth.

Tesla holds permission to control autonomous vehicles with a human safety operator behind the steering wheel. Does not have permission for testing or development without a guide. And since Wednesday he had not yet applied for additional licenses, according to DMV. (Mercedes-Benz, Nuro and Waymo are the only three companies holding a driver’s growth licenses.)

Nor does Tesla have the appropriate licenses from the California Public Business Committee, which regulates the trade aspects of transport and chartered transport from people as well as those directed by autonomous vehicle systems.

Tesla has a charter transport license, which allows a driver to drive a traditional (not AV) vehicle for charter services with the public, a CPUC Terrie Prosper spokesman at TechCrunch in an email.

This is clearly different from an autonomous license for passenger transport, according to Prosper. The so -called AV authorizations, which Tesla does not have, allows for the test and development of autonomous vehicles with or without a driver.

Tesla was not approved by the CPUC to provide autonomous passenger service to customers, paid or unpaid, with or without a driver (nor the company has been applied), Prosper explained to the email. Tesla also does not hold an “AV Permit driver” from the CPUC, so it cannot use a single autonomous vehicle with a human operator behind the steering wheel for passenger service.

This means that if Tesla develops its robbery and autonomous systems involved, they will violate state regulations, even if the rides are free and there is a human security operator behind the steering wheel.

This is far from the “general solution” that Musk said that Tesla was working for a decade. Musk was once so confident about Tesla’s autonomous software developed that he said he would need a car from Los Angeles in New York – a trick that never happened. Musk said this week that Tesla is also trying to expand to Florida and Arizona. TechCrunch said earlier this month that Tesla had begun the required certification process to test and operate with and without a guide to Arizona.
